SafeBeingsTM Proposed Bill 

Persons with a diagnosed health condition or disability that may be induced with or without a (an external) trigger, which may manifest as an act of aggression or a life and/or health-threatening episode and potentially impeding their ability to communicate, comply or manage their actions, with police officers, EMT's, firefighters during traffic stops, calls for service or self-initiated contacts, may elect to have the SafeBeingsTM designation.


Federal - SafeBeingsTM symbol, for the purposes of being the universal identifier for Persons with a diagnosed health condition or disability. The yellow triangle with a stop sign will be visible in the database for identified individuals. This designation would be visible on identification cards, health cards and school identification cards promoting people to pause, connect, communicate and be compassionately responsive.
 

 

 



Federal Real ID Act - SafeBeingsTM Designation, would have a yellow triangle and stop sign printed on their state or federal personal identification card, driver's license, passport, social security card, and birth certificate. This designation would be visible to all people identifying persons with a diagnosed health condition or disability. Information includes emergency contact information. The National Crime Information Center (NCIC) database will store this information.

 



 


State - SafeBeingsTM Act, in compliance with the Federal Real ID Act - SafeBeingsTM Designation, Persons with a diagnosed health condition or disability or their family member or social services case manager or designee will be allowed to put a “SafeBeingsTM” designation on a state personal identification card or vehicle registration for the purposes of advocacy, safety, community understanding, caution, compassion.  Information includes emergency contact information. 

SafeBeingsTM Law Enforcement Act,  Any individual falling under the protections of the SafeBeings Act will have her (his) SafeBeings designation information transferred to the Law Enforcement Information Network (LEIN) and Secretary of State (SOS), National Crime Information Center (NCIC).  The universal identifier for persons with a diagnosed health condition or disability is a yellow triangle with a stop sign. The SafeBeingsTM identifier will be visible in the database for identified individuals.


SafeBeingsTM Schools Act, in compliance with the Federal Real ID Act - SafeBeingsTM Designation, Persons with a diagnosed health condition or disability or their family member or social service case manager or designee can choose the “SafeBeingsTM” designation. It provides any child identified the same designations within the Center for Educational Performance and Information (CEPI), the student database system. School identification card would have visible the universal identifier for SafeBeings,  yellow triangle with a stop sign.

 






SafeBeingsTM Health Systems Act, in compliance with the Federal Real ID Act - SafeBeingsTM Designation, Persons with a diagnosed health condition or disability or their family member or social service case manager or designee can choose the “SafeBeingsTM” designation. It provides any person identified with the same designations within a health systems information database system. Insurance (medicaid, medicare, private) card would have visible the universal identifier for SafeBeingsTM, yellow triangle with a stop sign.
